Lars Ricken shut it down on Friday. "Saïd El Mala is not a Borussia Dortmund player and he will not become one this summer either," BVB's managing director for sport told Funke Mediengruppe.
Köln had already rejected the fourth offer. No fifth is coming, so the pursuit is finished.
Bonuses would have carried the package past €55m, though the fixed portion never reached the €50m guaranteed that Köln wanted paid upfront.
A cheaper option is already being weighed up. Sky name Giannis Konstantelias of PAOK Thessaloniki as a potential alternative.
Konstantelias plays for Greece and his PAOK deal runs to June 2029, so he will not be a bargain either. A second target is said to exist, though nobody has put a name to it.

Four bids went in and Köln shifted on none of them. That is the short version of Friday, once you strip out the noise.
Refusing to bid against a rival's own valuation is defensible. Dortmund have already put around €30m into Konstantinos Karetsas this summer, and doubling that for a second teenager, with the money guaranteed up front, was a step too far.
BVB Buzz has argued that the collapse helps. That money can go on right-back and a holding midfielder instead.
Samuele Inacio and Justin Lerma also stand to gain minutes behind the striker, which is how Dortmund are supposed to work.
The side that walks out against Bayern will look much like the one that finished second last season. Nkunku and Mbaye could provide answers in different ways.
